Can the same buffer be used for rubbing in paste and powder?

No. Paste contains wax, which leaves greasy trace on buffer working surface. Powder must be applied with dry and clean buffer to ensure proper sealing and mirror shine. 

Using separate buffers for paste and powder guarantees better result and proper technique execution.
